About this platform

The Healthcare Scenario Planning Platform is a discussion-based preparedness tool. It provides ready-to-run tabletop exercises and an interactive planner across five domains: pandemics, biosecurity, healthcare systems, biotechnology & biosafety, and biosurveillance.

It is the unified front door of the BioR health-security ecosystem, linking the Global Pandemic Preparedness Benchmark, the Pandemic Preparedness Knowledge Base and the Pathogen Biosurveillance Platform Benchmark into a single planning workspace.

Readiness, not just preparedness

The platform is grounded in the Oxford Scenario Planning Approach. A system can be excellent at preparedness — getting ready for a threat that resembles what it has seen — and still lack readiness for one that is precedent-free. Scenarios here exist to build readiness: they do not predict the next pandemic, they test the robustness of a plan's assumptions against plausible, unfamiliar futures. How to run an exercise

  1. Pick a scenario matching the capability you want to test.
  2. Assign the listed roles to participants and appoint a facilitator.
  3. Reveal injects on the timeline, pausing at each decision point for structured discussion.
  4. Capture decisions, assumptions and friction points as you go.
  5. Close with the after-action questions and convert findings into an improvement plan.

Responsible-use note

Every scenario here is a defensive preparedness and training tool. Pathogen parameters are hypothetical planning figures for facilitated discussion — not operational data, and not instructions for creating or enhancing any biological agent. The platform focuses on coordination, decision-making, communication and response capability.

Built with Hono v4 + TypeScript on Cloudflare Pages, styled with Tailwind CSS, with Chart.js for capability radar charts — matching the rest of the BioR ecosystem.
